INTRODUCTION

The severe and continuing pressure of humans on natural resources and its misuse have endangered the environment to the risk of degradation; hence the rational and balanced use to achieve the greatest benefit on one hand and greater protection of the environment on the other hand become an imperative strategic necessity. From this point, the importance of environmental planning is highlighted that puts environmental protection and conservation in the area of priority when using natural resources. And the EIA is considered as one of the foundations that underpin environmental planning to achieve the objectives of the development plans of the State that ensures the achievement of sustainable development. The State's confirms the interest in this aspect, which accordingly penlight the Department of planning and environmental impact Assessment as one of the technical departments in the organizational structure of the Environment Public Authority. Which made the legislations concerned with environmental impact assessment binding legislations and for licensing requirements for any development project. Also the modern trend and which the Environment Public Authority is seeking to achieve in coordination with the concerned parties within the State is to introduce the concept of Strategic Environmental Assessment on the planning level and introducing it into developmental plans and programs of the state.

About the Planning & Environmental Impact Assessment Department

The Planning and Environmental Impact Assessment Department is one of the major technical departments in the Environmental Public Authority.

The department consists of:

  • Developmental Projects Section
  • Industrial Projects Section
  • Environmental Planning Section

The Department coordinates with the technical departments in EPA and other organizations in the country that have environmental concerns in order to take actions to preserve the environment by assessing the environmental impacts of developmental and industrial projects in the country before embarking on the implementation of the projects or the introduction of any amendments or expansions of existing projects. In addition, the department certificates license for environmental consulting offices and companies to conduct environmental consulting activities or prepare EIA studies or evaluation of existing conditions or environmental auditing.

 

Formation Structure of planning and Environmental Impact Assessment Department  

 

The Procedure In planning & EIA department The investor or the concerned party submits a request to The Environment Public Authority for the approval of settlement activity or the proposed site for their project to be reviewed The investor makes a contract with one of the accredited consulting offices by The Environment Public Authority to prepare the required environmental study (the consulting offices are divided by their experience in the field of environmental consulting to level (A) and level (B)) The consulting office submits the required statements and commitments to The Environment Public Authority (either primary or comprehensive environmental study of the project) Some projects may require the consulting office or the investor a visual presentation, discussions, or field trips regarding the environmental study to insure that their project meets the environmental legislations The Environment Public Authority represented by the management planning and evaluation of environmental impact will provide the final decision.
